On the basis of Article 45 Paragraph 1 Law on National Councils of National Minorities, the Ministry of Human and Minority Rights has made a decision that 9 is November 2009. The education process starts with a special electoral register of national minorities, registration of members of national minorities in the special electoral roll.

Every citizen with voting rights, belonging to national minorities, may apply for registration in the special electoral minorities to participate in the process of the upcoming elections for members of national councils of national minorities.

The request for registration in the special electoral roll shall be submitted in writing and personally signed, and it directly or by mail to the municipal or city government.
